A neighbor who serves

Commissioner Voloria Manning is a DeLand native and a veteran who served in a National Guard medical unit. For 16 years she has served on the West Volusia Hospital Authority board, with one job in mind: making sure every tax dollar the Authority spends gets our neighbors real, affordable care.

She knows these neighborhoods because she grew up in them, and she brings a veteran's sense of duty to the board room.

Spending health dollars where they reach patients

In February 2026, Commissioner Manning voted with the board majority to consolidate the Deltona MiCare clinic into the DeLand MiCare clinic. The Deltona site was costing too much, sitting mostly empty, and duplicating care already offered at two nearby federally qualified health centers. The clinic operator's budget now projects $656,104 in savings next year.

No one loses access to care

Deltona MiCare patients are encouraged to move to the DeLand clinic. Two federally funded clinics nearby are staying open: Family Health Source at 1200 Deltona Blvd., about one mile away, and True Health at 105 Main St., Enterprise, about 1.6 miles away.

A cheaper option for Health Card members

In March, she voted to approve a funding agreement with True Health. WVHA covers the full cost for Health Card members at any True Health clinic or mobile unit: $80 per primary-care visit plus $20 for labs. That is far less than $372 per visit at Deltona MiCare.

Why DeLand rather than Deltona

WVHA already owns the DeLand building. Consolidating there avoided a new three-year lease of at least $4,433 a month, and saves at least $143,362 a year in other operating costs before counting savings from eliminating duplicate staff.

The budget, by the numbers

The clinic operator's budget for October 2026 through September 2027 shows the Health Card program costing $2,190,785, down from $2,846,889 the year before, and under the board's $2.2 million target. That is $656,104 saved: $421,156 from the consolidation itself, mostly by not paying for two separate clinic staffs, plus $234,948 in shared clinic savings. For the roughly 1,400 Health Card members, the yearly cost per member falls from $2,397 to $1,910.

A clinic built for demand that never came

The Deltona clinic opened in 2020 to serve at least 1,700 Health Card members. By January 2026, membership had fallen to about 1,423, with only 415 patients using Deltona exclusively. In one recent quarter, patients used 419 of 2,112 available exam-room hours.

A first step, not the finish line

Consolidation brings the per-visit cost from $372 to an estimated $313. That is still too high, and she is working toward $100–200 a visit.

You can still be seen close to home. WVHA pays the full cost of your visit at True Health, including its clinic in Enterprise, about 1.6 miles from the old Deltona MiCare site. Or continue your care at the DeLand MiCare clinic.
